Required confirmations before submitting

I can reproduce this issue on the latest released versions of both CIPP and CIPP-API.
I have searched existing issues (both open and closed) to avoid duplicates.
I am not requesting general support; this is an actual bug report.

Issue Description

for example: my break glass security group is configured as an excluded group on all my conditional access policies. When I run a standard that pushes conditional access policies to a tenant, the break glass accounts group is created multiple times. According to Cyberdrain support, this issue should have been fixed in v10.1.0, but I'm still experiencing it after updating
