Required confirmations before submitting

I can reproduce this issue on the latest released versions of both CIPP and CIPP-API.
I have searched existing issues (both open and closed) to avoid duplicates.
I am not requesting general support; this is an actual bug report.

Issue Description

Go to: Identity Management > Administration > Users
Select "All Tenants"
We only see 3 users, instead of 4 (two tenants, 1 with 1 user, 1 with 3 users)
My colleaugue does the same and also see only 3 users, but different users.
