Issue Description
I am trying to bulk add users from the Identity Management > Administration > Users page by selecting multiple users, clicking Bulk Actions > Add to Group, but when I do so, it might add one of the users to the group, but for all the others, it says that they are already in the group, when they are not. I have tested this on multiple tenants with the same results.
Normally, I would add from the group or user itself, but adding from here is very useful for adding based on criteria (such as Users with Licenses)
