  • I can reproduce this issue on the latest released versions of both CIPP and CIPP-API.
  • I have searched existing issues (both open and closed) to avoid duplicates.
  • I am not requesting general support; this is an actual bug report.

Issue Description

Upon completing an offboarding via Offboarding Wizard, I discovered that it will not remove users from groups that have licensing assigned to it.

  1. Navigate to Identity Management > Administration > Offboarding Wizard.
  2. Complete the necessary fields for the offboarding wizard.
  3. For this example, I am attempting to remove a user from a group that has a license assigned to it.
  4. Once processed, it will provide the results with the following message:
    "Could not remove [User] from [Group Name}. This is because the group has licenses assigned to it."

Hi @Alexander-Evans91 - this is not a bug, in fact it's intentional. If you remove licenses from a user before an action such as convert to shared mailbox, the mailbox will be deleted before it can be converted. Please use the Remove Licenses action during offboarding to account for Group based licensing.
