Description

The [Identity Management > Administration > Users] page leaves off the last user in the tenant list. I checked several tenants, and this behavior seems universal across all our tenants.

Back End Version Number: 6.5.0
Tried Tenant Cache Clear: true
Tried Token Cache Clear: false (cannot find how to do this.)

I'm not sure if this is related, but when trying to set mailbox permissions, the list is missing quite a few users.

We were trying to add one whose name starts with an "S" but it stops at a user whose name begins with "R."
We also noticed that we can't remove the current permission, and it's a user whose name starts with the letter "D."
