Describe the bug
When manually updating the exclude list and clearing the tenant cache, excluded customers were still being shown. A function app restart solved the issue.

Expected behaviour
Excluded tenants not shown

I think this issue is just where the function app itself will not see manually updated files until a restart. I don't think there is a fix we can do for this.
