Description

When creating a new user through the 'Users' page and copying the group membership from another user, we run into issues with some groups. Likely due to the groups being distribution groups etc. which require a mailbox for the new user before being added.

It is also observed that CIPP tried to also add the users to dynamic groups, which subsequently fails too.

In the above, the groups 'AllUsers' & 'Microsoft365Users' are dynamic groups.

When then adding to the 2 failed groups "OEM AU" & "All ** AU" after a minute or two this works without issue. (Via the Edit User section).
